What GRI Does

GRI’s research turns on two interlocking processes.

Fragmentation is what happens when established forms of international cooperation lose their grip: institutions lose effectiveness, regulatory regimes diverge, economic networks are re-organized and broad commitments narrow into selective ones.

Construction is what rises in its place — new institutions, coalitions, infrastructures, and standards that create alternative centers of authority, sometimes alongside existing structures and sometimes in direct competition with them.

Re-ordering happens in the friction between what persists, what erodes, and what gets built anew.

WHY NOW

This moment demands close study because change is hitting every layer of the liberal international order at once — political, economic, technological, institutional — with no consensus yet on where it’s heading.
